It takes a village

 

This corporation was formed by Harvella Jones and her two daughters April, 2006.  Prior to that, Harvella and her husband Johnnie formed the first homeowner advocate group in 1996 after sustaining a devastating loss of their Kingwood, Texas homestead December, 1995.  The Joneses gathered other homeowner advocates across Texas and three other states—California, Florida and Arizona to form The Texas Homeowner’s Advocate Group, which is now a 501(c)(3) corporation in need of funding. 

 

In 2011, Harvella Jones testified before the Intergovernmental Committee in Texas and presented evidence that convinced the committee to create Property Code 209.0064 - Third Party Collections(a) In this section, "collection agent" means a debt collector, as defined by Section 803 of the federal Fair Debt Collection Practices Act (15 U.S.C. Section 1692a) ….c) An owner is not liable for fees of a collection agent retained by the property owners' association if:(1) the obligation for payment by the association to the association's collection agent for fees or costs associated with a collection action is in any way dependent or contingent on amounts recovered.

 Also, testimony by other group members Aletha Ray and Michael Clauer created Property Codes pertaining to military personnel on active duty in regard to foreclosures while they are on active duty.  Many other property codes were created for the benefit of Texas homeowners as a result of homeowner advocates’ testimony in 2011, including the right to put a flag at your house, solar panels, books and records, elections, and many more. 

 Still needed are better property codes for condo owners and homeowner association regulations.
